6. The need for a new management approach
The growing complexity of water resource management underscores the need for new ways of managing natural resources and water-related projects. To achieve this, new tools and approaches are needed to manage water resources. These must be multidimensional, participative, transparent, adaptive and flexible. Finally, they must integrate a project-based approach.
6.1 Multidimensional
