4. Conclusion
The declaration system is the first level of environmental regulation applicable to industrial facilities. Associated with activities presenting the fewest chronic or accidental risks in terms of environmental stakes, this system is less restrictive than others (registration or authorization), and the administration in charge of regalian control allocates few resources to it in terms of monitoring and control.
In order to make up for this shortfall, which could, in the case of activities that are a source of more significant nuisance, undermine the environmental interests covered by the Environment Code, the legislator has supplemented the regulatory framework by creating a system of declaration with periodic inspection.
