Introduction to the players involved in environmental regulation
Overview of environmental regulations in France

Many players are involved in defining the principles of environmental regulations, participating in their implementation and monitoring compliance.

We distinguish :

• institutional players, i.e. players linked to an institution (the State, a local authority, a judicial authority): the ministry, the environmental authority, the departmental prefect (the police prefect in Paris), government departments, local authorities, public establishments, etc;

• non-institutional players who, unlike institutional players, are not linked to an institution: professional organizations*, consultancies, associations and federations, associations recognized as being of public interest, control bodies.
