The term "emergency plan" covers a number of plans and systems, each of which includes the following information:
definition of issues and targets (i.e. the environment and civilian populations) ;
definition of the hazards to which they are exposed, and accident scenarios;
measures for coordinating emergency response resources linked to the defined risks, between the various players involved;
preparation and training methods.
Risks can be :
industrial or technological ;
natural ;
related to the various means and routes of transport;
sites (linked to large population gatherings) ;
sanitary ;
combined: several of these associated risks.
