INTRODUCTION
The ten-year operating report (to be submitted every ten years)
is a study required of certain facilities to enable the Prefect to
re-examine and, if necessary, update the conditions of the authorization
issued to the operator of a facility under the regulations governing
facilities classified for environmental protection (ICPE). The operating
report is drawn up by the operator and forwarded to the Prefect.
As of January 7, 2014, this system has been replaced by an obligation
to review permit conditions, which means that a review dossier must
be drawn up. This change is a consequence of the transposition of
Directive no. 2010/75/EU of November 24, 2010 on industrial emissions,
known by its acronym IED.
