4. Cost-effectiveness analysis

4.1 Principles

Cost-effectiveness analysis is a decision-making tool. Its aim is to identify the most economically efficient way of achieving an objective. This type of analysis is used to discuss the economic efficiency of a program or project.

If we consider a program whose main objective is to produce or save water, the cost-effectiveness analysis will aim to estimate the volume of water produced by this program, from which the cost of each cubic metre can be deducted. Where appropriate, a comparison between several programs pursuing the same objective will enable us to compare the costs incurred by each cubic metre of water produced or saved.
