The size and cost of treatment plants and, to a lesser extent, the choice of treatment method are directly conditioned by the volume and characteristics of the effluent produced, as well as by the quantity of BOD discharged.

So, before considering major investments in wastewater treatment, it is essential to start by improving water management in order to reduce the volume and pollutant load of discharged effluent: pollution control means first and foremost reducing the pollutant load.
