Given the diversity of activities that the PMO function can encompass, there is no such thing as an ideal PMO, but rather different PMOs.
In any case, the first piece of advice for an organization wishing to set up a Project Management Office and PMOs would be to frame their activities in line with those of project management as defined by a recognized organization (PMI, IPMA, PRINCE 2).
