1. Understanding the principle of freedom of access
Clarification provided by article L. 3 of the Public Order Code
Purchasers and conceding authorities respect the principle of equal treatment of candidates for the award of a public procurement contract. They shall implement the principles of open access and transparency of procedures, under the conditions defined in the present code.
These principles help to ensure the efficiency of public procurement and the proper use of public funds.
Regardless of their size or status, candidates must have free access to a consultation, provided that they are not excluded from public procurement.
