A project owner has an idea, more or less mature, to develop a new product and/or service – it may be an existing company or one in the process of being created. To further develop his innovation project, the project owner presents his project to members of an innovation cluster.

After submitting an innovation feasibility file (or application file), the project owner's innovation project is evaluated by experts using a selection procedure. This procedure enables the selection of innovation projects with a high potential for usefulness and innovation, and the auditing and questioning of project leaders on the feasibility and profitability of the solution described in their application.
