According to the European Union's "Competences for Vocational Certifications" reference framework drawn up in 2005:

"The competence includes :

• cognitive competence, which involves the use of theories and concepts, as well as informal and tacit knowledge acquired through experience;

• functional competence (know-how): the things we should know how to do when they are part of a given professional, learning or social activity;

• personal competence, which implies knowing how to behave in a specific situation;

• ethical competence, which implies the possession of certain personal and professional values".
