We will begin by presenting the four main principles of sustainable water use set out at the 1992 Dublin Conference, before going on to explain in detail what they imply for water resource management.

• The Dublin principles are as follows:

  2. Water use and management must be based on a participatory approach, involving users, planners and decision-makers at all levels.
