Upstream materials are characterized by low activity, requiring little or no biological protection. However, their physico-chemical form gives them subsidiary properties which may bring them within the scope of other hazard classes. For example, uranium hexafluoride is also a corrosive product (class 8), and uranium chemical compounds are also considered aquatic and marine pollutants.

Concentrates are obtained from processing plants located near the mines.
