3. Dialogue and consultation
Recent examples show that it's not enough to develop a good project; it must also be accepted if it is to be realized. Project acceptability necessarily involves dialogue with the various stakeholders, which needs to be organized according to the different phases of the project. Over and above the regulatory framework imposed on the project owner, it may prove useful to deploy a consultation process adapted to the project in question.
The principle of public participation in environmental matters is defined in relation to international and European texts. The Environmental Code thus includes several procedures for public participation in the decision-making process for projects, plans and programs.
