1.1 Origin

Europe's adoption of the EMAS regulation is the result of several observations. Organizations have a role and responsibility for both the economic and environmental components throughout the Community. The industrial sector is responsible for the impact of its activities on the environment, and for adopting a preventive approach in this area. The organizations that make up this sector cannot fail to establish and implement environmental policies, objectives and programs, and to develop effective environmental management systems that lead to constant improvement in their environmental performance.
