Major accident
An event such as a major emission, fire or explosion resulting from uncontrolled developments occurring during the operation of an establishment covered by this Directive, leading to a serious immediate or delayed danger to human health inside or outside the establishment and/or to the environment, and involving one or more dangerous substances.
Danger
The intrinsic property of a hazardous substance or physical situation that it can cause damage to human health and/or the environment.
Public inquiry
Administrative procedure designed to inform and involve the public in the preparation of administrative acts or public works.
