4.1 Defining an acceptable level of performance
The decision to reinforce and the performance targets to be achieved for the reinforced structure are to be considered on the basis of a realistic cost/benefit analysis incorporating parameters such as :
the socio-economic value of the project;
remaining useful life ;
possible reinforcements and their costs.

For an existing structure that has not been earthquake-proofed, achieving a compliance index equal to 1 (resistance to 100% of the regulatory earthquake level for which the structure would have been designed had it been a new build) is generally not a wise choice....
