4. Detailed design (development phase milestone "2" to milestone "3")

This detailed design (or development, or project) phase is aimed at preparing contracts, which involves :

• design and performance validation and demonstration;

• to have frozen physical, functional and organizational interfaces;

• to have fixed the normative and technical frame of reference;

• prior validation of contract content with regard to the responsibilities entrusted to manufacturers and their capabilities (technical, cost, lead times, etc.).
