3.1 Greater harmonization of regulatory requirements
In a context where plant builders and operators are increasingly multinational, there is a growing demand for harmonization of regulatory requirements and safety approaches between different countries. As a result, plant builders and operators need to familiarize themselves with the regulations, codes, norms and standards applicable in each of the countries in which they wish to set up a plant, and adapt their plant design choices accordingly. Their request, which is aimed in particular at limiting costs, therefore appears legitimate.
