Design and construction play an essential role in preventing incidents and accidents, but operating conditions, in line with the corresponding assumptions, are the indispensable counterpart. Even more than design or construction, operation is marked by the influence of man and human factors, which introduces an additional variable.

Organizing safe operations means :

• prevent incidents by maintaining the plant's safety level at the level defined at the design stage;

• manage incidental and accidental situations that may arise, under conditions consistent with design assumptions;
