2.1 Public contracting authority – Regulatory framework – Loi MOP

Ordinance no. 2018-1074 of November 26, 2018 repealed the MOP law. It has been "newly codified and -arranged", with its exceptions and derogations.

The French Public Procurement Code (CCP) came into force on 1 ^er April 2019. Following a lengthy period of consultation and codification (under constant law), the new public purchaser's bible brings together all the rules that previously appeared in scattered texts, such as those relating to public contracting and its relations with private project management, subcontracting, payment deadlines and electronic invoicing.
