3. Climate policies

3.1 International negotiations

Climate negotiations are conducted within the framework of the annual United Nations Climate Change Conferences ( Conference of the Parties or COP). The COP 21 held in Paris in 2015 marked significant progress.

Under the agreement that has now been reached, almost all countries have signed up to commitments to reduce greenhouse gas emissions, unlike the Kyoto agreement, where only countries considered industrialized at the time (which excluded China!) were involved.

However, these commitments are not binding and remain largely insufficient to meet the 2°C limit. After the withdrawal of the United States from the agreement, decided by Donald Trump, the return to power of the Democratic administration...
