7. REACH and the CLP regulation on classification and labelling

Title XI of REACH introduced an inventory of classifications and labels for all substances classified as dangerous under Directive 67/548/EEC, whether placed on the market on their own or in a preparation, regardless of tonnage. This provision was introduced to ensure harmonized protection of the general public, in particular those who come into contact with certain substances, and the smooth operation of other Community legislation based on classification and labeling. This Title XI has been repealed from REACH and taken over in its entirety by the new Regulation on Classification and Labeling of Substances and Mixtures (Regulation (EC) No. 1272/2008), adopted on December 16, 2008, which replaces the previous directives on classification and labeling.
