5. Conclusion

The circular puts it perfectly: "In each specific situation, it is important to strike the right balance between the obligation now incumbent on the company, and the time it will need to ensure that the risk assessment is part of a real prevention dynamic. Indeed, it would not be in keeping with the very spirit of this important reform if companies were to see this system as nothing more than a purely formal obligation, which they could meet by filling in grids, or even pre-established forms, without this being carried out as part of an effective prevention approach specific to the company".

A submissive, fatalistic attitude is often invoked in the wake of accidents, notably under cover of the much-used formula that "zero risk does not exist". However, today's world delivers a message of prudence and precaution, asking us to think ahead. Reflecting the social values...
