3. Regulations

It is given in the Pour en savoir plus of [D 5 102] . It should, however, be made more explicit: the legislator's main concern has been to set the framework within which safety rules must operate. Because of the multiplicity of authorities responsible for the various activities, the regulatory framework has sometimes developed in an uncoordinated way. However, a constant effort has been made to harmonize the various provisions, and there are now hardly any major discrepancies.
