5. Players and their role at each stage

5.1 Manufacturers, importers, downstream users

REACH concerns four groups of professionals.

• Manufacturers: any natural or legal person established within the European Community who manufactures a substance in quantities exceeding one tonne per year.

• Importers: any natural or legal person established in the European Community who imports a substance into the Community in quantities exceeding one tonne per year.

• Distributor: any natural or legal person established within the European Community who stores and then places on the market a substance or its own preparation for a third party. This includes retailers.
