4.1 Governance
By definition, a state xi, associated with a mode λi, is governable, if, whatever the initial condition xi0 imposed, there exists a bounded command u to transfer this state, xi0 to an arbitrary final condition xif, within a finite time. A system is governable if all states are governable.
Note that, in the case of linear systems, we can always assume that xif = 0, but also that the notion of governability...
