1. A reminder of electrostatics
It is not our ambition to give a complete course in electrostatics (see

for general works and

). We simply recall the fundamental quantities, the important characteristics of media, and the laws of electrostatics that will be indispensable to us.
For this reminder, we'll assume that we're operating in a vacuum.
