INTRODUCTION
The REACh regulation introduced the principle of authorization as a new Community risk management tool for chemicals of very high concern. The first step is to add substances identified as SVHC to the candidate list: they are "candidates" for authorization.
At this stage, they are not yet subject to authorization, but are already subject to legal obligations that concern all players in the supply chain.
You use a substance on the candidate list to manufacture and market another substance, mixture or article. You are subject to information obligations.
