Additional pre-commissioning procedures linked to the submission of the authorization application exist for specific installations requiring :
a building permit ;
a land-clearing permit ;
drawing up a rescue and emergency plan (internal operations plan);
financial guarantees.
2.1 Building permit application
When a classified facility involves the construction of buildings, a building permit is required.
On the one hand, the operator must enclose with his building permit application proof that he has filed the application for authorization; on the other hand, the application for authorization must be accompanied by proof of the building permit application.
