Is there a criminal penalty for discharging effluent from your plant into the sewer system without the required authorization or in violation of it?

YES, it is an offence punishable by a fine of 10,000 euros (article L. 1337-2 of Code de la santé publique ).

Can I contest a refusal to authorize discharge?

YES, this is an administrative decision that can be challenged before the administrative courts.

It is then necessary to demonstrate that the refusal is unfounded on the grounds of :
