 INTRODUCTION

The REACH Regulation established the principle of authorization as a new EU risk management tool specifically for chemicals of very high concern. The first step is the inclusion of substances identified as SVHCs on the Candidate List: they are “candidates” for authorization but are already subject to legal obligations that apply to all actors in the supply chain.

If you distribute a substance on the Candidate List or an article containing such a substance, you are subject to information requirements. Why? What are these requirements? Could they change?
