ABSTRACT
This article discusses global risk analysis (GRA), the objective of which is the assessment, prioritisation and control of structural, functional and economic risks resulting from exposure of a system such as a business, a health facility, a project or an industrial installation, to a set of structural, functional and cyclical hazards throughout its mission or its life cycle. GRA takes into account financial aspects related to the control of risks to guide and optimise resulting decisions An example of industrial application is developed, parallel to the introduction of the concepts to improve understanding.

INTRODUCTION
This article deals with global risk analysis (GRA), which covers
the identification, assessment and management of structural, functional
and situational risks throughout the life cycle of the system under
study, from the start of its design to the end of its dismantling.
It exists in a semi-qualitative version (AGR), presented in this
article, and in a quantitative or probabilistic version (AGRq) .
AGR can be applied to project, business or product risk analysis.
The four generic hazard categories considered are :
hazards outside the system ;
dangers related to system governance ;
hazards related to the system's technical resources ;
hazards related to system design and production.
The aim of AGR is :
identify the main risks during system operation, based on
hazards, hazardous situations, dreaded events or consequential accidents
and their consequences;
characterize accident scenarios on the basis of the three
risk factors: exposure factor, triggering factor and aggravating factor;
draw up risk maps;
identify major risks;
evaluate the effort/loss balance in financial terms;
draw up a risk reduction action plan;
create a catalog of security parameters for subsequent security
activities.
In addition, AGR takes into account the financial management of
risk treatment, and enables the allocation of performance and safety
risk objectives (operating safety allocations).
