Moving from classification under the Dangerous Substances/Preparations Directives to classification under the CLP Regulation

Annex VII does not allow the transition from the old to the new classification for most physico-chemical hazards. Indeed, the CLP regulation, based on the classification of the transport of dangerous goods for these hazards, introduces new hazard classes which are not covered or only partially covered by the old classification.

There are three possible situations:

• Unclassified substances/mixtures can be classified under the CLP regulation. These include the explosive property (R2 and R2 under the old classification).

• No conversion is possible for substances/mixtures because the categories are not equivalent. These are substances/mixtures with risk phrases R8 (oxidizing – solid/liquid), R11 (flammable – solid) and R15 (contact with water liberates flammable gas).
