Transport of dangerous goods: regulatory structure

The European version of the Orange Book is drawn up by the United Nations Economic Commission for Europe (UNECE). The European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), signed in Geneva on September 30, 1957, came into force on January 29, 1968. It comprises the Memorandum of Understanding itself, and two technical annexes:

• Annex A, relating to dangerous goods, their packaging and labelling;

• Annex B, relating to the construction of equipment containing dangerous goods, and to the equipment and circulation of vehicles carrying these goods.
