The regulations governing the transport of dangerous goods were drawn up by the Economic and Social Council (ECOSOC) of the United Nations (UN). The UN Recommendations on the Transport of Dangerous Goods (otherwise known as the "Orange Book") contain the basic requirements for the safe transport of dangerous goods by road, rail, inland waterway, sea or air.

These regulations include a classification of dangerous goods, based on the nature of their potential risks and their packaging and labeling requirements. They form the common basis for all regulations governing the transport of dangerous goods in different parts of the world.
