2. What is a harmonized substance?
When a substance and its classification are listed in Annex VI of the CLP Regulation, that classification is considered harmonized and is mandatory throughout the European Union. Manufacturers or importers are therefore not required to establish their own classifications for the classifications listed in Annex VI of the CLP Regulation.
Harmonization applies in particular to substances that exhibit CMR properties or that are likely to cause respiratory allergies (respiratory sensitisers). Harmonization also applies to biocidal or plant protection products evaluated under the

règlement 1107/2009
