The council consists of 25 members (Art. R.1416-2 of the Code of Environmental Protection and Sustainable Development ( Code de la santé publique )):

• six representatives from government agencies (for example, the Regional Directorates for the Environment, Planning, and Housing—DREAL, and the Departmental Directorates for Territorial Planning—DDT);

• the director general of the regional health agency (ARS) or his or her representative;
