There are eight administrative courts of appeal in France, each presided over by a Conseiller d'État and comprising between three and four chambers.

They were introduced in 1987.

They rule as a collegial body with a chamber president and four advisors (two assigned to the chamber, one to another chamber and a rapporteur) at the request of both private individuals and public authorities.

The appeal does not generally have suspensive effect, but must be lodged with the Conseil d'Etat via the recours en cassation procedure. The administrative tribunal's decision must therefore be enforced until it has been overturned by another court (administrative court of appeal or Conseil d'Etat).
