The AZF accident in Toulouse on September 21, 2001 triggered major changes in French practices and regulations for the prevention and management of risks associated with industrial activities.

In the wake of the accident, the parliamentary commission of inquiry headed by François Loos and Jean-Yves Le Déaut published a report containing 90 recommendations for improving the safety of industrial and technological activities in France.
