Yes, some prerequisites are indeed necessary to guarantee a result at the end of the study. You need a method expert, or even a consultant, to ensure that the approach and implementation comply with the method's requirements. You also need a pilot (who may well be the expert) who can lead the sessions, organize arbitration if necessary, anticipate tensions if they arise...
Here are some other prerequisites that are just as important:
make management aware of what FMEA is, the possible benefits and the associated constraints (time, method, etc.);
prior training of FMECA team members, for example by organizing an initial pilot project with an experienced trainer.
