Using Theory of Constraints (TOC) in project risk management

The project team defined the target residual risk for our water distribution problem in an industrialized country. Whatever the configuration of the distribution system, the final outlay is equal to the contractually budgeted consumption plus a deductible of 5% of annual consumption.

The initial risk was: because the tap remains "open", water leaks could occur, causing physical damage and/or over-consumption.

To do a TRT, you need to have at least a vague idea of "how" you're going to achieve the residual risk.
