Do you have to audit all your suppliers?

Of course not. Supplier audits can be limited to critical suppliers, i.e. those having a significant impact on the quality of products/services delivered to customers, and more generally having an impact on your ability to meet customer requirements.

What to do if a supplier refuses to be audited?

The first thing to check is whether your contract with the supplier contains a clause requiring audits to be carried out. If so, remind them of this contractual requirement, which they accepted when they signed the contract. If not, add this clause, explaining what is at stake. The point is not to judge him, but to establish a balanced, win-win relationship.
