The action plan is structured around areas of action, each of which can be broken down into sub-areas of action. These areas of action bring together actions described in action sheets where a QQOCP is established (Tool 4 ).

This action plan is carried out by all stakeholders, sometimes involving more than a hundred people.

It is the final deliverable of the method, the culmination of a process of convergence and learning between actors who knew little or nothing about each other.
