The main concern of developed countries is to limit the proliferation of cryptology, and the fight against its misuse for criminal purposes. Today, regulations governing the export of cryptographic goods are based on a multi-stage system of rules. As wireless products make extensive use of cryptographic techniques, they are subject to these export restrictions, regardless of who uses them.

Worldwide, some forty countries participate in what is known as the Wassenaar Arrangement. These international conferences draw up lists of products whose export is controlled. These are known as "dual-use goods", because they can be used in both civilian and military applications. Wireless products that use cryptographic techniques are considered dual-use goods, due to the use of these technologies.
