3. Reduce leakage rates and increase fluid recovery rates
To limit the risk of refrigerant leaks, the plant owner must :
to take all necessary measures to prevent any risk of leakage of fluorinated fluids and to repair any leakage within four days;
ensure responsibility for fluid recovery by a certified operator;
ensure that all equipment is indelibly marked "contains fluorinated greenhouse gases covered by the Kyoto Protocol", the chemical name, the quantity of fluid in kg and in CO 2 equivalent (Teq CO 2 ) ;
ensure that companies handling fluids hold a certificate of competence and have personnel with a certificate of aptitude;
ensure that all equipment subject to leak testing has a register (kept for at least five years) in which are recorded quantities and types of fluid installed, quantities added during installation or maintenance,...
