1. General context

Internet users are accountable in some cases. The use of digital networks is not neutral. Quite the contrary, in fact. The Internet has entered the home, and is now just as much a medium as any other. As a result, the behavior of Internet users cannot be exempt from compliance with the law. Numerous risks need to be taken into account:
