As materials are no longer waste, they can be treated as a substance in their own right, either in a mixture or in an article, during a production process. These new substances are subject to REACH regulations: Registration, Evaluation, Authorization and Restriction.

For plastic and rubber materials, the difficulty lies in knowing the composition of the material to be recycled. Particularly at this stage, it's important to distinguish between manufacturing waste and end-of-life products, which may have undergone cycles that significantly alter their composition. Some well-organized recycling channels recover only simple materials (PE, PP) whose origin is perfectly defined and whose transformation processes do not alter the structure of the initial substance.
