4. Controlling urbanization
To reduce the risks associated with a hazardous facility, it may be necessary to introduce measures to control the surrounding urbanization. The prefect is responsible for deciding on such measures, while local authorities are responsible for their effective implementation, notably through urban planning documents.
These measures are defined on the basis of hazard studies drawn up by the operators of the hazardous facilities concerned.
The Environmental Code defines three possible configurations for controlling urbanization around Seveso facilities:
