4. Anticipate the market consequences of these developments
Once in Annex XIV, a substance may not be placed on the market or used beyond the specified expiry date, unless a specific authorization has been granted for the use requested when the substance cannot be substituted. The market is therefore directly impacted from this expiry date.
However, uncertainties about the future of a candidate substance can influence the behavior of downstream users, and thus anticipate an indirect constraint on the market well before this expiration date. Indeed :
Any substance on the candidate list may be recommended for inclusion in Annex XIV.
An application for authorization is binding and may be refused; an authorization is issued only on a case-by-case basis and for a limited period.
